The "without rights" role requires nodes (or rather IPT managers) to actively check and moderate the resources on their IPT, and register. I imagine (but have no stats) that some nodes / IPT managers chose to give that role to users, to be able to control what is published.
A functionality similar may be good to have in the tool:
This would mean that the dataset can be prepared for publication by e.g. the user, but that the manager is needed to do the final registration/publication.
It could be a installation specific or user specific setting.
