Allow Temp. author #10

these proper names are currently classified as unparsable placeholders due to "temp":

Encyonema muelleri f. ventricosa (Temp. & M. Perag.) Czarn. Pinnularia tabellaria var. stauroneiformis Temp. & Peragallo Rhachomyces girardii Lepesme & G. Temp. ex Santam.
