Projects membership #13

Who owns a project. And should projects have an admin that decides who can add rules to that project?

I kept this deliberately simple. There is the created_by and the members. Initially, the created_by is the only member. Any member can curate the membership (i.e. add people or remove people)

It might at some point grow to the point of needing more fine-grained responsibilities, but I don't anticipate that is an early need.
