There should be a default project and ruleset for users that leave these fields blank.
Something named like ...
Project : "GBIF community contributions". Description : Casual contributions from any GBIF user.
Ruleset : "GBIF community default ruleset" Description : Unorganized rule feedback from any GBIF user.
This way users can come and give one off feedback without needing the overhead of creating a project or ruleset.
