The initial design uses context type and value (e.g. TAXON x).
We considered using a search/download predicate String which would allow anything to be annotated (e.g. a view of specimens of taxonX, published by a network, filtered to years... etc).
We're concerned that this makes it harder to consume the ruleset, as it becomes more complex to determine which rules would be applicable to the user.
We might revisit this, but for the time being, we'll keep this deliberately simple and restricted.
