EuroStat Grid support #24

We had a request from the BirdWatch project to support the Eurostat grid.

The Eurostat grid is based on the European ETRS89-LAEA coordinate reference system (EPSG:3035), which is the same coordinate systems as the EEA grid.

As far as I can tell the main difference is that the grid identifier is different (e.g. CRS3035RES1000mN2089000E6030000 for Y and X coordinates of 2089000, 6030000).

The Eurostat grid is designed for statistical purposes, for collecting and presenting socio-economic data across Europe. The Eurostat grid is used by national statistical institutes for statistical analysis, regional planning, and to support the implementation of EU policies. Therefore, it seems highly relevant for B-Cubed to support as it already has a large European user base. It would also be very easy to implement.

It is also a useful link to NUTS (Nomenclature of Territorial Units for Statistics) for Europe.
