Provided generated documentation website

To better understand the available functionality in this software without the need to install, it would be very useful to have a (generated) documentation website, with:

• [ ] A README as homepage, with introduction, installation instructions and a single usage (see https://docs.ropensci.org/frictionless/)
• [ ] A list of available functions (see https://docs.ropensci.org/frictionless/reference/index.html)
• [ ] A page for each function, with the parameters and expected outcome (see https://docs.ropensci.org/frictionless/reference/read_resource.html)
• [ ] A changelog with info on what is included in releases (see https://docs.ropensci.org/frictionless/news/index.html)

I'm not familiar with Java and if it provides a conversion from structured documentation in the code to a website like R/Roxygen does.

This is not yet complete, and is on a gbif-uat.org domain while the service is only available on gbif-uat.org (the test system).
