Millisecond dates not parsed #12

Example, the modified date on https://www.gbif.org/occurrence/1705512979 is 2017-12-04T13:16:35.907+12:00 but is not parsed, and no issue is added either. Dates without the milliseconds parse correctly.

Check for other date inconsistencies too, e.g. compare a download with the published source.
