Sync living atlas module #1084

The livingatlas module is out of sync with the parent pom and sdks changes.

  1. Create a branch
  2. Update parent pom for a snapshot missing the from repository
  3. Update sdks tests that fail locally (WKT transformations)
  4. Align living atlas project with parent pom and sdks changes

There is a branch, https://github.com/gbif/pipelines/tree/dev_deprecated, which should be relevant to your current production environment in case you need to make any production fixes
