Keeping track of EIA datasets

To enable easier overview, compilation of metrics and follow-up with dataset relating to Environmental Impact Assessment (EIA) studies, the suggestion is to tag relevant datasets the same way we already do for citizen science datasets.

Further tasks include

• develop some guidance to help nodes and publishers flag/tag datasets related to EIAs (i.a. clearly identify them in the dataset metadata), as well as post-project monitoring (forum post?)
• potential rule-based support to identify further likely candidates
