IRMNG is listed as CC-BY in CLB already as we use it also for COL since a long time: https://www.checklistbank.org/dataset/2007/about

The official VLIZ hosted dwca also mentions CC-BY, but maybe in a non GBIF parsable way:

@ahahn-gbif ITIS as an official governmental dataset is obliged to be CC0 and this is how CLB already handles it: https://www.checklistbank.org/dataset/2144/about

BUT, the CLB version (ColDP produced by COL+ITIS) is a different one from the GBIF copy (dwca which GBIF produces). Still I would think we should make ITIS CC0 in GBIF too. Shall I update our dwca builder for ITIS?

ITIS puts it into CC0 on their site: https://www.itis.gov/privacy.html
