GRSciColl: BLM Medford Herbarium collection

Another new dataset from the Consortium of Pacific Northwest Herbaria.

The vascular plants dataset from the BLM Medford Office syncs up with the GRSciColl institution but not the collection.

Collection code is listed as Vascular, which does a lot to explain it.

I added Vascular as an alternative code for the collection. Once the GRSciColl cache is refreshed, it should be enough to link the records to the collection upon data reinterpretation.
