the user has been contacted via helpdesk with the answers:

  • Publisher A no longer participates in GBIF, does the record about them still show up in GBIF?

Please be aware that a GBIF participant is not necessarily the same as a GBIF publisher – you can publish data to GBIF without being an official participant. Some publishers are more or less active in updating their datasets, but their data and published information remains unless they actively has asked for the data to be removed, which rarely happens. So yes. Usually their information remains, but it might not be current information of the publisher.

  • Publisher X used to publish 10 datasets; one has been removed. Does GBIF notify the users about the removal?

In the case that a dataset is deleted, we do not notify the users (by users I presume you mean users who have downloaded the complete, or parts of, the dataset). However, the download link contains the data as it was upon download so if it is stored (GBIF automatically stores them for six months, longer if it is used in a publication), then the original data can always be retrieved even though it was eventually removed. Data can have records removed by either updating the dataset or deleting the dataset. Often, a deletion of a dataset happens because a newer version has been published and linked to the old dataset.
