Lots of bad names in Pensoft archive #4544

Hundreds of names have problems with quotes or the character encoding in Pensofts Catalogue of Tenebrionidae (Coleoptera) of North America:

The single entry in meta.xml in the dwca declare no enclosing quotes. Maybe it should?
