institution vs owner institution code: need be resolved #4803

in this case from antweb published data, https://www.gbif.org/occurrence/865117481 image the issue is, that antweb imaged the ant types and specimens, that are housed in other instiutions, like in this case AMNH.

Is this according to your policy, or shouldn't the collection(institution rather be AMNH, and the ANTWEB be something like "moderator"?

need to see how we manage this in our matching service.

We want to change the current behaviour of the matching to GRSciColl when the institution code and the owner institution code differ: https://github.com/gbif/registry/issues/496
