change botanical garden data to opt-in rather than opt-out
Is it really a good idea to include cultivated plants from botanical gardens?
I am guessing that 95% of your users don't have a use case for occurrence data from zoos and botanical gardens.
It's equivalent to people starting to upload their house plants.
I am using a facet API request, so I am not downloading the whole occurence dataset and therefore I can't filter for the locality.
Maybe add a 3rd state: "PRESENT" "ABSENT" "ANTHROPOGENIC"
