The download appears to be of the taxon record, of which there is only one given the search criteria. I suspect it was triggered as a "species list" download from https://www.gbif.org/occurrence/download?taxon_key=3602346, as I can reproduce the effect.

The citation as an "occurrence download" is indeed confusing. The list of datasets underneath is explained by them all having records of this taxon, but it will be the same taxon over and over. This may need reconsidering the format for Species List downloads.
