publisher duplication #5471

These two publishers appear to be similar:

https://registry.gbif.org/organization/f2abd594-fa0f-43c4-a440-5216c440e229 https://registry.gbif.org/organization/ee9a9cbf-d62d-4d6d-a46a-769e0b1714d1

The publisher with a dataset should be updated with information from the publishing org without any published dataset, eg abbreviation, logo, homepage etc.

I will forward to ALA.
