Remove Google Analytics #1866

With the GDPR changes, it's time to remove Google Analytics.

@kcopas to confirm, but I think this means we can also remove the accept/reject cookie banner, though it would need to be replaced with a notice that functional cookies are used -- probably in the privacy policy, or maybe as a separate page linked from the footer.

Just to be sure that I've doing the correct thing:

I removed Google analytics.

And removed the popup with terms

Okay, so we should be able to remove Google Analytics from this list of services. Anyone have an idea that others should go while we're at it?

Atlassian is there for JIRA. Comms is using Trello, but that's for internal use only.

YouTube is not there, but we do have links to their videos. That alone shouldn't trigger any DoubleClick no-click nonsense, but if we have any embedded videos anywhere, it probably merits a spot for them on the list.

Are we using JIRA anywhere? Informatics aren't.

DataONE can be removed.

I suspect JIRA was still there as a legacy. If it's truly inoperable among you lot, then I'll remove it as well.

@MattBlissett , could I ask you to swap Plausible in for GA on the discourse forum?

Looks simple enough (see here) that I could probably just about manage, but the moment I got it wrong, I could spend hours down a rabbit hole of shame and imposterhood…
