health - contentful status often makes us show as unstable

We have a health test that checks if contetnful status https://www.contentfulstatus.com/history.json shows the content delivery api as operational.

But often it is not. I haven't digged into those cases, but it appears as if GBIF.org is unstable everytime contetnful is. And in reality contentful is only a small part of our site. It makes sense to reflect that in our communications somehow. either by more carefully testing that contentful has an outage or by showing it less dramatically

I've included "operational" "under_maintenance" "degraded_performance" as operational. And only show the red dot if contentful shows as partial_outage or major_outage. If that isn't enough we will have to revisit this
