GRSciColl - could there be a way to query collection based on institution characteristics? #363

This is a question/request from one of our power users. He would like to be able to download the collections based on values for the institution. For his particular use case, he would like to download the collections for these institutions: http://api.gbif.org/v1/grscicoll/institution/export?institutionalGovernance=FEDERAL&country=US

Would this be doable? And if so, how much work would it be?

Note that FEDERAL is now called Governmental
