Installation/Migratation Guide for Setting up Cluster

Issue for tracking the specific steps related to creating a completely new cluster.

General steps that needs to be documented:

• Installing the Kubelet service
• Installing the charts
• Load / migrating data into cluster
• Check access
• Smoke test jobs
• Check batch jobs are running
• Check queues are being emptied

We will also need instruction on how an upgrade of the cluster should be conducted.
