Provide initial Jekyll structure #1

Import the initial Jekyll structure, with as minimal content and configuration as sensible for the base.

The base theme now supports a documentation layout https://hp-base-theme.gbif-staging.org/layout/documentation The tech docs inherit from this and use an asciidoc plugin to use that in addition to markdown.

styling It needs a bit of styling as the asciidocs template wraps components in a lot of <div>s

plugin settings and config Cross references do not work. Neither does images. I suppose that has to do with settings and plugins. Perhaps @MattBlissett can help with that?
