Development environment build and deploy #2

Needs a Jenkins build for deploying this static site to dev to be visible on https://tech-docs.gbif-dev.org.

A docker command in the readme should be enough to build it, after which the build/site should be copied to a static HTTP server.

Note the repository is private for the time being.
