Tools section: find right location #29

Available tools like IPT, validator, species matching tool need a suitable entry point that users can find without already knowing what tools exist or which one they are looking for.

This could be a page just linking out to other sections, since tools cover all areas of publishing and use - some entry point would be expected though. Is the right location for this entry point rather in GBIF.org?
