provide feedback option #38

Give users a feedback option, structured similarly to gbif.org, with a structured menu and guidance on what to do. Store feedback in this repo (https://github.com/gbif/tech-docs/issues)

Mostly a question: who sees and has permissions for the third option ("Edit this page on GitHub")?

Currently everyone sees it, but those without permission on this repository will follow GitHub's standard path to create a fork and pull request.
