Make version number available after insertion #28

The extension should report its version number to the in-page JS ASAP. The JS 
should use this info to ensure a user is up-to-date enough to us whatever 
features are required by the application.  

The outfox.js code can also use the version number as a way of detecting 
whether the user has the extension installed or not based on a timeout.
