Use FMOD for audio #30

SDL is causing headaches because of resampling inability, lack of supported 
formats, latency, and streaming inability. Switch to FMOD to easily fix all of 
these problems, plus add support for other future audio features like panning 
and 3D. 

This change places a new licensing restriction on web developers that want to 
create for profit apps relying on outfox. Need to be sure the terms of the FMOD 
license are clear to developers. We have permission to ship the FMOD DLL in the 
extension for users.
