Add timezone selection #3

Timezone selection has to be added for TOTP auth to conveniently work on a UTC epoch, while the rest of the system is in the user's local timezone. It probably makes sense for the setting to be inside the TOTP menus, because timezone awareness is (purposefully) not needed for anything else.
