Update dxc and WinPixEventRuntime to latest versions. #62

dxc updated to 2023_03_01. WinPixEventRuntime updated to 1.0.230302001.

I also renamed the folders to generic names so they dont need to be be constantly renamed every update. Instead I just added a text file with the version number in it.
