A bug in the scrolling for rfq.html

At least this happens in Firefox, If you open up the browser console and pull up the console. The content behaves very weirdly and pushes outside of the container. Try dragging up the console handle and watch the content while viewing rfq.html This seems to only effect the fields in the left portion of the container.
