Fully delegate to rstantools, add check action #52

This PR updates your package to fully delegate the installation/compilation of stan models to rstantools. I've also added a github actions R CMD CHECK workflow to make sure that changes are compatible across all platforms

We need this PR to be merged and released to CRAN in order to release the StanHeaders that has been years in the making but is still years behind the current Stan development branch. Please do so this week.

Sorry for the slow response - the updated package w/ this PR merged has passed its checks and is on its way to CRAN now. Thanks to you and the rest of the Stan dev community!
