Add option to prefer stsci v3 wisp templates #247

Ben Sunnquist at STScI has made beautiful new versions of the NIRCam SW wisp templates (files on Box here) that seem to be a significant improvement over the versions made for grizli in 2022 and early 2023.

This update includes logic to check for the availability of the updated STScI files in $GRIZLI/CONF/NircamWisp/ and use them.

The files from the STScI version3 release have been copied to https://s3.amazonaws.com/grizli-v2/NircamWisp/stsci-v3/index.html to facilitate downloading them programatically.

Added grizli.utils.fetch_nircam_wisp_templates to sync files from the s3 mirror.
