Justification: Well known text/binary/JSON for geometry (should includes BNF for WKT) Proposal: Well known text/binary/JSON for geometry based on the new 19107 (as it goes to DIS)

This work could follow the revision of ISO 19107. Replaced by #55 http://isotc211.standardstracker.org/show_request.cgi?id=55
