Justification: Historically, the DOMES numbering system was designed at the start of the MERIT campaign in the early 80s in order to give an unambiguous identifier to all instrument reference points and markers involved in this MERIT campaign.
DOMES numbers are not large enough to accommodate current needs, and a new system must be used to overcome these limitations.
A unique geodetic station identification system based on international standards would certainly facilitate such applications and others which take benefit of the mix of the space geodetic observations. And to some extent it could be also used for other geodetic instruments like tide gauges and gravimeters.

Proposal: This is a new standard
