Justification: OGC has Indoor Mapping and Navigation Pilot. In addition, there seems to be a lot of works going on regarding indoor navigation. For self-driving cars to park in an indoor parking structure, for example, standards for navigating indoor that all the vehicle can understand is necessary. Proposal: New requirement
