Justification: During the processing of 19115-1 amendment 2 a logical inconsistency in the UML for coordinate metadata, taken from 19111:2019, was noticed. Coordinate epoch is required for coordinates referenced to a dynamic coordinate reference system (CRS). That CRS may be identified through a reference or in full. A constraint in the 19111:2019 UML model operated when the CRS was described in full but omitted to do so when through a reference. That modelling has been carried into the coordinate metadata class in 19116:2019. This proposed amendment corrects that omission.
