MEI validation #16

The generated MEI does not validate against the current standard.

Some comments from Perry Roland: "1. pubStmt is required in fileDesc, but it can be empty

  1. encodingDesc comes after fileDesc, not inside it
  2. when/@absolute must conform to the W3C time format
  3. scoreDef requires the staff definitions to be wrapped in a staffGrp element
  4. the pitch names in staffDef/@tab.strings and note/@pname are lower-case
  5. open strings are indicated by a lower-case letter O, not a zero"
