Include full download URLs #103

Allow to specify download URLs of vocabulary dumps (e.g. location of a SKOS file).

For instance for http://bartoc.org/en/node/1232 there are daily RDF dumps in multiple forms at https://www.nomenclature.info/integration.app. Should be list all of them in BARTOC?

Does this require a new fields or use BARTOC vocabulary API types and add "API types" such as "SKOS RDF/XML dump"? A data dump is not an API but can serve same purpose.

This is required to automatically import SKOS files into a custom Skosmos instance. As individual files always refer to a specific version, see also #112.
