Replace old Vue CLI Service with Vite #206

@vue/cli-service is introducing a security issue and is, AFAIK, not maintained anymore. It should be replaced with Vite.

I've made some good progress on this locally. Will need to clean it all up and make sure everything's solid before I can commit it though.
