Manuscript scribal hand without comment won't be saved #194

When a description of a scribal hand is added to a manuscript, the information is not saved when there is nothing added to the comment field (stored as text node of <hand>)

This field can be defined as mandatory. Instead of not saving an error message should be thrown, if there is any other content for a scribal hand (material or person). Related to #190

The error message functions well. However, when no person is added, empty brackets are displayed
