Provide status dashboard #3

List which services run with which version and allow to restart services.

At least a script to check whether all services are running.

How about extending services.txt into a JSON file so we can more easily add fields, especially a field with a test, such as:

"check_http": { "url": "http://bartoc.org/vocabularies" }

Current plan is to keep using https://uptimerobot.com, but create a separate coli-conc account where all our services are monitored, as well as a status page (one is included in the free plan) that shows the status of all our services. I will start to set this up today.

[ ] Needs to be linked somewhere (at least on the coli-conc website and in this repo)
[ ] Possibly add/remove services (I did add some services which are not under our control, but relevant to Cocoda)
[ ] Possibly add manual sorting by numbering the names

This should better be linked from coli-conc homepage (issue can be closed afterwards).
