Automatic deployment #20

The master branch is daily updated at http://coli-conc.gbv.de/cocoda/ (required #19 to actually work) from the master branch. An automatic deployment of the dev branch should be added (for instance with https://metacpan.org/pod/Plack::App::GitHub::WebHook).

It's now updated twice a day which should be enough for the master branch. An additional developer version might make sense for instance at https://github.com/gbv/cocoda-dev/. We could also use a free cloud hosting service such as Heroku, Back4App, Cloud66 etc.

Commits on the dev branch are now deployed at https://gbv.github.io/cocoda/dev/, that shouzld be enough.
