Provide database dumps #25

This is a political issue to clarify the conditions and license for sharing the whole set of decomposed DDC numbers. Full database dumps are mainly required to enhance indexing an a retrieval system (#24).

We can provide dumps based on the SQlite database used to enrich K10plus.
