Add OpenAPI Specification via Swagger #23

Served from the base URL, e.g. https://coli-conc.gbv.de/api/. This should be compatible with https://app.swaggerhub.com/apis/StiftungAusNachlass/DANTE-API.

Should we require this for version 1.0.0, or could we move this to a later point in time?

Could even be 2.0.0

If we added this, we could also consider adding tests via dredd.

I doubt the benefit is worth the effort, we would always need additional API documentation anyhow.
