paia.fees should contain feetype #19

paia fees should contain

fee.feetype    0..1   string   type of the fee (i. e. description)
fee.feetypeid  0..1   URI      URI of feetype

We have fees which neither are related to an edition nor to an item nor do they necessarily contain a description (Kopierkosten, Porto, etc). Without knowing the feetype the information about the fee ist very sparse.
