mappings: search for notation #11

With toScheme (could be a BARTOC ID) and toNotation.

Despite to and toScheme being documented the implementation is lacking, e.g. try

but

https://coli-conc.gbv.de/services/wikidata/mappings/?from=http:%2F%2Fwww.wikidata.org%2Fentity%2FQ34178

It looks like toScheme is ignored or the scheme URI is not known:

https://coli-conc.gbv.de/services/wikidata/mappings/?from=http:%2F%2Fwww.wikidata.org%2Fentity%2FQ34178&toScheme=http:%2F%2Furi.gbv.de%2Fterminology%2Fbk%2F

the service expects BARTOC URIs:

https://coli-conc.gbv.de/services/wikidata/mappings/?from=http:%2F%2Fwww.wikidata.org%2Fentity%2FQ34178&toScheme=http://bartoc.org/en/node/18785

but:

https://coli-conc.gbv.de/services/wikidata/mappings/?to=11&toScheme=http://bartoc.org/en/node/18785

Search by full URI works:

with JSKOS-Tools we can build URI from notation and scheme, so this is solveable.
