Adds the markdown-link-check plugin version 3.0

Additional information (optional) / Information additionnelle (optionel)

version 3.11 of this plugin has conflicts so it's advised is not updated.

Can we add how to to the instructions to run it in the /.github/DEVELOPMENT.md file?

I added the English instructions, let me know if it looks good and then I will add the French version. Here are the instructions:
