I can't remember if this was something that was only an idea/suggestion, or something in the to-do list, or even a completely different plugin... Something I read on 2007scape sub months ago...
But the idea here is that some merchant NPC would make his way from Lumbridge to Varrock (east side of the river) and back on a loop/cycle, he would walk like, say 10-20 tiles and keep like multiple 5-20 sec breaks too - and similar trips to other places with different 'travelers', 'merchants', 'adventurers' & such.
