Add newtype-ts to readme with other peer dependencies

thanks for your amazing suite of TypeScript packages! fp-ts and io-ts have revolutionized the way I program. Keep up the great work!

I noticed newtype-ts is not listed with the other 3 peer dependencies in this package. This diff just adds it to the list.
